  2. Meeting between applicant and DHCD staff
  3. CDBG eligibility review (by DHCD staff)
  4. Environmental review, if needed (by DHCD staff)
  5. Loan project underwriting (by DHCD staff)
  6. Loan package submitted to loan underwriting committee (by DHCD internal committee)
  7. Loan package submitted to Redevelopment and Housing Authority for approval
  8. Loan package submitted to Board of Supervisors for approval
  9. DHCD staff incorporates any changes into final commitment letter
  10. Applicant reviews and accepts commitment letter
  11. Loan documents prepared by counsel
  12. Loan closing and loan disbursement
