MINUTES

President Pronske called the meeting to order at 7:30PM.  

Design Guidelines Report
The only agenda was the continued discussion of the BBPA Recommendations for the Draft Comprehensive Plan.   The discussion focused on parking, pedestrian and vehicular traffic and open space.   The Board agreed on the following conclusions

PARKING       

• Sub Areas #4 & #5 should provide on-site parking to support their projected development.
• Sub Areas #1, #2 & #3 should be generally self sufficient in parking but shared parking should be considered.
• The County should consider locating supportive parking for public use in Sub Area #4 with pedestrian access to the core provided by an enclosed overpass.   Sub Area #1 has infrastructure and ground water impediments that would greatly increase the cost of more than one underground level of parking.    Considering market forces, Sub Area #1 is likely to be the last developed and supportive parking in #4 would provide temporary parking during construction in #1, minimizing impact on existing Plaza operations.

DENSITY

• In Sub Area #5, Option #2 should be eliminated with a portion of that density added to Option #1.   The added density is appropriate since the Option #1 square footage in the report would provide the same and possibly fewer dwelling units than the current zoning.
• The listed FAR values are calculated from land areas that included present public street right of way.   It would be more realistic and understandable to use net parcel area in FAR calculations.

LAND USE

• In Sub Area #3, that land uses be separately described for the Good Shepherd Lutheran Church and the Reston Association parcels for better understanding of available options.

An additional meeting will be held on May 3 rd to continue the discussion of the BBPA Recommendations.  

Community Outreach
Mr. Green noted the RCRC’s role as a representative of the community and proposed that the Board undertake a program of community outreach.   The Board concurred with this approach and agreed to work on the details for the next meeting.   The outreach could include holding meetings for the cluster presidents in the Lake Anne area and briefing the RA DRB.
