President Pronske called the meeting to order at 7:35PM and invited public comments. There were none.

Approval of the December 8th Minutes
Mr. Green moved and Ms. Strange seconded that the December minutes be approved. The motion passed unanimously.

Charrette Report
The draft charrette report has been delivered to the County and is being reviewed. Ms. Harrison expected that the final report would be available in several weeks. Mr. Simon noted that he didn’t think the report would provide a basis for future actions.

Owner’s Group Meeting with KSI
President Pronske most of the revitalization area owners met with KSI to discuss KSI’s view of the redevelopment. KSI is interested but foresees problems with zoning issues.

Ms. Green said that the group didn’t learn much different from what other developers had said in previous meetings with the bank. However, KSI’s notion of treating Lake Anne as a “unique district” was a fresh idea. She said that five to six developers are interested and that prospects look positive. Although the concept of forming a legal entity of several of the owners is dead, the bank and LARCA have issued RFI’s and may have results in 30 days.

County Purchase of Cameron Crescent
Mr. Pronske noted that the County’s purchase of Cameron Crescent was a major event and clears up the uncertainty on what would happen to the property. Mr. Rau said the County has no concrete plans for the property yet; its decision will depend on the results of a comprehensive planning process for the Lake Anne area. The County will fund the purchase with renewable “bond anticipatory financing” as an interim measure and permanent financing will be provided from RHA bonds. The purchase gives the County an incentive to move the revitalization process and comprehensive plan forward quickly.

Mr. Rau expects the comprehensive plan amendment process to start within the next three or four months. He would like the process to be as independent as possible so the community will have confidence in the outcome. Legal issues involving zoning and other matters could be dealt with in the context of the plan.

Funding for Design Guidelines
Mr. Rau feels that the County, within the context of the comprehensive planning process, will have funds for design guidelines. He noted that the guidelines might dictate more expensive design requirements than developers would otherwise propose. He is pushing for inclusion of the entire Lake Anne area in the planning process.
In response to a question of the zoning limit of 13 people per acre raised earlier in the meeting, Mr. Simon commented that Reston’s 7,500 acres indicates an allowable population of 97,000, which it will never reach; thus the limit is not a constraint. Ms. Harrison said that the county uses a figure of 6,200 acres. Mr. Rau noted that constraints could be changed, with varying degrees of difficulty.

Annual Meeting Notice and Election of Officers
Mr. Pronske said that the Annual Meeting of the Corporation would be the March meeting, at which time officers would be elected.

Adjournment
Mr. Simon moved and Ms. Green seconded that the meeting be adjourned. The motion was passed unanimously at 8:35.
