President Pronske called the meeting to order at 7:35PM.

Approval of the May 4th Minutes
The minutes were reviewed and approved unanimously.

Design Guidelines RFP
Proposals in response to the RFP have been received at HCD and are under review. Three teams responded. Interviews with the firms are scheduled for June 20 and HCD anticipates an award by the first of July. The Technical Advisory Panel (TAP), defined in the RFP, will work with the selected consultant. Goldie Harrison informed those present that Supervisor Hudgins will select three members and ask for nominees from RA, RCRC and Bob Simon to be submitted to her. She will then select one from each source to complete the 6-member TAP. A letter of request with further detail may be expected early next week.

Planning Issues
Reston’s density has become an issue as the population count derived by the Planning and Zoning staff by applying occupancy factors set forth in the RPC ordinance is approaching the overall density cap of 13/acre. (See attached which was distributed at the meeting). This tabulation was presented to the RA Planning and Zoning Committee earlier in the week and reported on in local papers. The resulting total of 72,700 is some 10,000 or more higher than the estimated current actual population as extrapolated from the 2000 census.

Bob Simon took strenuous exception to the County P&Z position, stating that actual population is the only logical basis for analysis. He also took exception to the land area (6224 ac.) used for the overall density calculation, saying land was added to Reston subsequent to the adoption of the RPC ordinace, which parcels, being subject to the RPC, should be included in the total acreage.

Goldie Harrison informed those present that a public meeting on the issue will be held on June 20 at Langston Hughes and urged all to attend and participate.
