Approval of the October 12 Minutes
Mr. Pronske noted that Mr. Simon had requested a revision to his statement in the draft minuntes regarding the density issue and Cameron Crescent. The revision was read and accepted. Mr. Tobey moved and Mr. Green seconded a motion that the minutes of the October 12th meeting, as revised, be approved. The motion passed unanimously.

Mr. Fields notified the Board of Ayanna Brown’s resignation from HCD and that his office was interviewing candidates for her position. Until that position is filled, he said he would be the contact at HCD.

Design Guidelines Contract
Mr. Fields said the Consultant Team, County staff and Supervisor Hudgins held their initial meeting and the Team’s first meeting with the Technical Advisory Panel (TAP) is scheduled for November 15th. Mr. Tobey, a member of that Panel, submitted his invitational letter (attached) from the Consultant for the Board’s information. The Team proposes 6 meetings with the TAP over the next 120 days during which the Team’s work will be presented for review and comment. As noted in the letter, this is to be an interactive process. Other than the initial meeting, no dates have been set for the balance of the sessions. Mr. Tobey will have more information for the Board next month.

Reston Density Issue
The local paper announced that Mr. Zook, head of Planning and Zoning is proceeding to draft changes to the zoning ordinance adjusting the density factors while maintaining the overall cap and providing for a legislative review process for re-zonings under the RPC. These changes would be vetted through the County Planning Commission and public hearings prior to being presented to the Board of Supervisors for adoption in March or April of next year.

Comprehensive Plan Amendment
Mr. Pronske pointed out the timing of the Design Guidelines and Density revisions would have them completed within a short time of each other, likely early in the second quarter of next year. With those two elements in place, the next step would be the initiation of an amendment to the Comprehensive Plan. Mr. Tobey suggested that Mr. Fred Seldon, Director of Planning for the County be invited to the next meeting to discuss this possibility and the steps involved. Mr. Pronske said he would extend the invitation for our next meeting, December 14th.
