Approval of Minutes
The minutes for the meeting of September 8th were not reviewed or approved since a quorum was not present.

Report from Owner’s Group
Ms. Strange reported that the owners had held a meeting that included LARCA, the Baptist Church and the Millennium Bank and the group had agreed to proceed with discussions with developers. In addition, Ms. Strange noted that some of the group had participated in discussions with Mr. Paul Spreiregen, a Design Competition consultant, and Mr. Bill Conklin, an architect known to the Reston community. Discussions had centered on how conduct a Design Competition, to whom a competition should be open, and potential cost. Question from the attendees included whether a legal agreement existed as yet and issues of governance had been addressed amongst the potential LLC participants. Ms. Strange responded that as yet these items had not been discussed as yet but she felt that the group would likely address such issues before the end of the year.

Lutheran Church Property
President Pronske reported that the Church was still in negotiations with KSI who wish to construct condos on the site

Reston Gateway Project
President Pronske reported that the progress on the project had been slowed by the illness of on the person who will be drafting the application but that the effort will be proceeding.

2006 Bond Referendum / Capital Improvement Projects
The “wish list” of needs for Lake Anne Village developed at last month’s meeting has been reviewed, together with those of the other Revitalization Areas and Districts, from which HCD staff selected a list of public improvement projects for the 2006 Bond Referendum. As the County’s bonding capacity is limited, not all requested projects can be included. Mr. Swanson pointed out one of their prime criteria for selecting a project was its potential in leveraging private investment.

Explaining that they were first drafts, yet to be reviewed beyond the staff level, he distributed descriptions of the three projects proposed for Lake Anne to the RCRC Board for their review. Mr. Swanson described the descriptions as preliminary and for review by the RCRC members.
The three projects and their requested funds are:

  1. Public Parking-$20,000,000
  2. Lake Anne Pedestrian Circulation System-$2,000,000
  3. Lake Anne Environmental Improvement Program-Lake Anne Water Quality Improvement- $6,000,000.

These are subject to change as the proposed bond package moves through review by the County Executive and the Board of Supervisors who will, with their approval, establish the final offering to be voted on in 2006.

Mr. Swanson cited that other previously discussed projects could be funded by other means, such as a BID (Business Improvement District), and that the County would be willing and able to assist in such initiatives by Lake Anne property owners.
