McLean Revitalization Corporation

The corporation is a community organization of McLean businesses and residents authorized to promote and manage revitalization of the McLean Central Business Center. The board is made up of representatives from the McLean Citizens Association, surrounding citizens associations, the McLean Chamber of Commerce and the McLean Commercial Landowners Association. Liasions from the Board of Supervisors and the Fairfax County HCD also participate in MRC planning, as do Advisory Board members.

MRC's mission is to implement a community-developed Vision Plan designed to promote and facilitate the revitalization of McLean’s downtown area through coordination of efforts by citizens, businesses and government agencies. The MRC develops and implements projects that incorporate revitalization elements, as well as working to incorporate those elements in private and government projects. The Vision Plan includes the following primary areas of improvement:

• To improve the appearance of the CBC through the undergrounding of utilities
• To enhance pedestrian access and activity and the general appearance of CBC roads using “streetscape” elements
• To promote appropriate development and improvement of CBC properties by development of community focal points (“Main Street”), stimulation of retail and citizen activity, and attraction of private revitalization support.
• To Improve transportation flow and safety

Accomplishments:

• Obtained over $750,000 in TEA funds, $50,000 in HUD grants, and $1,100,000 in project proffers, as well as helping to insure ongoing revitalization funding and personnel support from various County agencies.
• Created a survey and enhancement plan for the Chain Bridge corridor from Westmoreland St. to Old Chain Bridge Rd. (at Rocco's) that provides vital information on as-built conditions as well as supporting the McLean Planning Committee's needs
• Installed five crosswalks at Westmoreland Street, Spring Vale Road and Cedar Avenue in Fall 2002
• Worked with West McLean Citizen's Association and the Lutheran Church of the Redeemer to customize the Streetscape Enhancements pilot project designed to provide a safe path for pedestrians into the CBC. The remainder of this pilot project is scheduled for installation starting in 2004
• Won approval of dark-sky compliant, semicustom light fixtures for use within the CBC
• Ongoing work with Dominion Resources to develop exact engineering and costs for the undergrounding projects including actively coordinating the funding and cost estimation for utilities around the Old Dominion/Old Chain Bridge intersection and at the realigned Laughlin Road
• Established good working relationships with core County staff, VDOT and related agencies to maintain the long-term efforts required to accomplish the community's goals
