On August 8, 2005, The Fairfax County Department of Housing and Community Development, Office of Revitalization, issued a Request for Proposal to retain a qualified consultant team with knowledge about issues in the field of commercial and community revitalization to facilitate focus groups within the community in order to prepare for a three day charrette to enhance public consensus as to the development of a new policy for the second phase Southeast Quadrant of the Bailey's Crossroads Council Revitalization District.
